「正義に基づくアフガニスタンの和解のための提案」

関係者各位

　周知のようにアフガニスタンでの反体制運動の増加の主たる理由は、INSAFの攻撃による民間人の犠牲、いわゆる"巻き添え被害（collateral damage）"です。
　元司令官MacCristal将軍は2500ドルをアフガニスタン民間人犠牲者のために2500ドルの賠償金を提示しましたが、その金額があからさまに正義、平等、人道に反していたため、アフガニスタンの国民の激怒を招きました。
　それゆえ私たちは、民間人の犠牲者に、アフガニスタンの国民が受け入れることのできる正義に基づく賠償の提供を日本政府にお願いしたいと思います。それは、シャリーア（イスラーム法）に基づく1000ディナール（1ディナール=22カラットの金4.25グラム）、あるいは１万ディルハム（1ディルハム=純銀3グラム）であり、アフガニスタンの裁判所が、（殺害時に）実際に戦闘に関わっていたと認定した者を除く全ての犠牲者に対して支払われます。
　我々は、この案が（イスラーム教徒のアフガン人だけでなく）人間の尊厳と平等を信じるすべての者にとっても受け入れられるものであると確信しております。日本政府がアフガン人の犠牲者の遺族のためにディーナール金貨を発行するならば、それは（アフガン人が重んずる）シャリーアの正義に対する日本政府の敬意を示すことになり、和製のディーナール金貨はその（日本のシャリーアの正義への敬意）の目に見えるシンボルとなるため、アフガニスタンの人々はそれを非常に高く評価するでしょう。
　ISAF（の攻撃）による（アフガニスタンの）民間人の犠牲者の犠牲者の数を約50,000人と見積もり、私たちは日本政府に10ディーナール金貨500万枚あるいは、１０ディルハム銀貨れらのための補償のための10ディルハム銀貨5000万枚の発行を提案いたいます。

Proposal for Afghan Reconciliation Based on Justice

To whom it may concern

It becomes well known that the main reason of the increase of insurgence movement in Afghanistan is the anger of people for so called “collateral damages”, which are in fact civilian victims of INSAF force’s attack.
When General MacCristal, the former Commander, offered 2500$ for Afghan civilian victims, Afghan people got to be furious because it seemed blatantly contrary to justice, equality and humanity.
So we propose to Japanese government offering compensation for civilian victims based on justice acceptable to Afghan people, which is 1000 Dinar (1 Dinar =4.25g 22 Karat gold) or 10,000 Dirham (1 Dirham = 3g pure Silver) according to Shari`ah for all the victims except whom Afghan court proved that they are actually fighting with weapons.
We believe that it is acceptable as well to all who believe in human dignity and equality, and if Japan’s government would coin Dinars for giving Afghan heirs of the victims, Afghan people would appreciate very much because it proves respect of Japanese government for the justice of Shari`ah, and Japanse Dinar will be the visible symbol of it.
The number of casualty of civilian victims by ISAF's is approximately　considered 50,000, so we suggest to Japan to coin 5,000,000 pieces of 10 Dinar or 50,000,000 pieces of 10 Dirham for compensation for them.
